De Health Industry Business Communications Council (HIBCC) is een door de industrie gesponsorde en gesteunde raad zonder winstoogmerk, die in 1983 is opgericht om een norm te ontwikkelen voor gegevensoverdracht met behulp van uniforme streepjescode-etikettering.
In andere sectoren, zoals de detailhandel, was de streepjescodetechnologie al een waardevol instrument gebleken om kosten en menselijke fouten te beperken. In de gezondheidszorg was het potentieel nog groter, gezien de impact die fouten kunnen hebben op de kwaliteit van de patiëntenzorg.
Het mandaat om de Health Industry Bar Code (HIBC) standaard te ontwikkelen is voortgekomen uit een taskforce die werd geleid door de American Hospital Association en bestond uit tal van andere handelsorganisaties in de gezondheidszorg.
HIBCC werd opgericht om de norm te beheren en de Labeler Identification Codes (LIC's) uit te geven die individuele fabrikanten identificeren en die in elke streepjescode zijn opgenomen.
