O Health Industry Business Communications Council (HIBCC) é um conselho sem fins lucrativos patrocinado e apoiado pela indústria, fundado em 1983 para desenvolver um padrão de transferência de dados usando uma etiquetagem uniforme de código de barras.
A tecnologia do código de barras já tinha provado ser uma ferramenta valiosa para reduzir custos e erros humanos em outros setores, como o varejo. Nos cuidados de saúde, o potencial era ainda maior devido ao impacto que os erros podem ter na qualidade do atendimento ao paciente.
O mandato para desenvolver o padrão de código de barras da indústria da saúde (HIBC) surgiu a partir de uma força-tarefa hospedada pela Associação Hospitalar Americana, e composta por inúmeras outras organizações de comércio de cuidados de saúde.
HIBCC foi formado para administrar o Padrão e emitir os Códigos de Identificação do Marcador (CII), que identificam os fabricantes individuais e estão incluídos dentro de cada código de barras.
